CONSULTANCY SERVICES REQUIRED

 FOR THE DEVELOPMENT AND IMLEMENTATION OF COMMUNICATION AND OUTREACH STRATERGIES, PRODUCTS AND EVENTS

CRS USAID ERA

 

  1. A.    CRS Background

 

CRS, an international humanitarian and development agency is dedicated to saving, protecting, and transforming lives in over 114 countries around the globe. CRS provides assistance without discrimination on race, religion, or nationality. CRS has been working in Pakistan since 1954 to promote human development by responding to major emergencies. CRS implemented emergency response, early recovery and development programming including education in Pakistan, reaching more than one million people during 2005-2022. CRS Pakistan programs are focused on: 1) Agriculture and Livelihoods 2) Education and Skills Development 3) Emergency Response and Recovery – Integrated Multi Sectors Approach and 4) Disaster Risk Reduction and Resilience Building.

 

  1. B.       USAID-ERA Background

 

CRS in partnership with five local and international partners is implementing the USAID-funded Education Resilience Activity (ERA), which works to improve Pakistan’s education ecosystem and enhance inclusive, sustained access to quality education for marginalized children, particularly girls and children with disabilities. ERA is working with the provincial education departments in Sindh and Khyber Pakhtunkhwa to support policy implementation, community engagement, public and private partnerships for inclusive and resilient education.

 

  1. C.    Objective

 

  • The communications and outreach assignment will cover the following broad areas:
  •  
  • Communications and Outreach: work with ERA/CRS and USAID communications team to develop communications strategy and implementation plan.
  •  
  • Public Events: plan and coordinate public events in consultation with USAID, government education departments and stakeholders.
  •  
  • Communication Products: produce communication products such as videos, brochures, newsletters, infographics, press releases, social media posts, and success stories.
  •  
  • Reporting: produce quality weekly, monthly and quarterly reports to highlight program progress.

 

 

  1. D.    Payment Schedule and Deliverables:

 

The consultant will be paid monthly upon completion of above deliverables and submission of monthly report per section 2.

. 2nd Installment= 21st Nov 2024 till 20th Dec 2024

. 3rd Installment= 21st Dec 2025 till 20th Jan 2025

. 4th Installment= 21st Jan. 2025 till Feb 20th 2025

 

 

  1. Develop inclusive communication and outreach strategies for ERA based on the approved branding and marking plan and in consultation with USAID DOCS and CRS/ERA team to initiate public outreach and engagement to support the outcomes of ERA.
  2. Plan and coordinate public events in consultation with USAID, government education departments and stakeholders.
  3. Organize project launch event in coordination with USAID, federal and provincial governments and consortium partners.
  4. Coordinate high-profile visits to schools and activities supported through ERA and prepare scene setters and other essential documents for the visits and events in coordination with CRS/ERA and USAID.
  5. Produce communication materials to highlight ERA activities and increase stakeholder interest and participation in the activities.
  6. Provide regular updates and prepare quality weekly, monthly and quarterly reports to highlight program progress.
  7. Build and maintain relationships with government stakeholders, civil society, media, private sector, and the community to promote ERA activities.
  8. Provide quality photos and videos and coordinate with USAID to ensure effective media coverage across USAID’s social media channels.

 

Travel - Must be willing and able to travel to districts in Sindh and Khyber Pakhtunkhwa. The base of work for this assignment will be Islamabad with travel to Karachi, Peshawar and targeted districts as and when required

 

The official transportation will be covered by CRS Pakistan. The field visit travel and per diem will be covered by CRS Pakistan per CRS policy and procedures.

 

Key Working Relationships

 

Chief of Party, Deputy Chief of Party, Technical Advisors, and CRS communications team.

 

 

Required Qualifications

 

  • Minimum master’s degree in mass communication, journalism, public relations, or relevant discipline from an accredited, recognized university.
  • Minimum of five years’ experience in communication, media, outreach, event coordination, and reporting roles with USAID-funded education projects in Pakistan. Familiarity with education resilience and inclusive education will be an advantage.

 

Knowledge, Skills, and Abilities

 

  • Strong writing, editing, and content creation skills. Proficiency in digital communication tools, social media platforms, and graphic designing.
  • Excellent communication and coordination skills with USAID and multiple stakeholders, including government education officials, parents, communities, and the public.
  • Fluency in English and Urdu is required, fluency in local languages such as Sindhi and Pashto will be an asset.
