The Aga Khan Rural Support Programme (AKRSP) is an institution of the Aga Khan Development Network (AKDN) established by the Aga Khan Foundation in 1982. AKRSP has been working in Gilgit, Baltistan and Chitral (Khyber Pakhtunkhwa Province of Pakistan) to improve the quality of life of the people in the programme area.

AKRSP is seeking applications from highly qualified candidates to fill the following position:

Manager Procurements: Core Office, Gilgit

Job Description/Summary:

The Manager Procurements is responsible for developing and implementing procurement strategies to optimize the purchasing of goods and services. This role ensures that the organization acquires high-quality materials at competitive prices while maintaining strong supplier relationships and compliance with policies.

Key Responsibilities:

  • Procurement Policy Development: Create update and implement procurement policies and procedures with alignment donor policies and regulations.
  • Firms/Service Provider and Vender Management: Identify, evaluate, and negotiate with suppliers to secure advantageous terms and maintain relationships.
  • Development of Annual Procurement Plan: Develop and manage the procurement plan in line with available budget for different grants and donors, ensuring cost-effective purchasing practices.
  • Compliance: Ensure procurement activities comply with Organizational policies, government laws and regulations, and donor policies and agreements made for.
  • Market Analysis: Conduct market research to identify trends and assess supplier performance.
  • Team Leadership: Supervise and mentor procurement staff at different location levels (Regions), fostering a collaborative and efficient work environment.
  • Cross-Functional Collaboration: Work closely with other sections (e.g., finance, operations) to ensure seamless procurement processes.
  • Performance Metrics: Monitor procurement performance metrics and develop reports to inform management of progress and areas for improvement.
  • Risk Management: Identify and mitigate risks associated with the procurement process.

Requirements:

  • Education: Master’s degree/MBA in Supply Chain Management.
  • Required Experience: 5 years (if candidate has 16 years of education in supply chain) and 7 years (if candidate has 16 years of education in Business Administration) in procurement or supply chain management with development sector (preferably with development banks GIZ, ADB etc.) with at least 2 years in a managerial role.

Skills:

  • Strategic thinking and problem-solving abilities.
  • Understanding of PPRA rules would be an added advantage.
  • Attention to detail and strong analytical skills.
  • Ability to work under pressure and manage multiple priorities.
  • Understanding of international and contextual Safeguarding policies.
